On Jan. 1, 2013, the State Council forwarded the Action Plan on GreenBuilding issued by NDRC and the Ministry of Housing and Urban-Rural Developmentas No. 1 central document, and required to implement it conscientiously .Themain objectives of the action plan include enforcing mandatory energy savingstandard on new buildings in urban areas and constructing 1 billion sq. m. greenbuildings in the 12th Five Year Plan period. By the end of 2015, 20% of the newbuildings in urban areas will meet the standard of green building. promote energysaving renovation of public buildings positively. Carry out the renovation oflarge scale public buildings and public institutions office buildings airconditioning, heating, ventilation, lighting, hot water and other energy usingsystems, Improve the energy efficiency and management level. Encourage therenovation as EMC model. Promoting important energy saving renovation of publicbuildings model city construction. Renovation of 60 million sq. m. publicbuildings and 60 million sq. m. official buildings for public agencies will becompleted as well during the 12th 5 years. Promote the scale renewable energyapplications in building. Strengthen public building energy management. Todevelop green building materials, promote industrialization of construction,complete the standard system. The program expressed the Chinese governmentsdetermination to promote the development of green building, green buildinginitiatives are making up a national strategy
